This paper reports on work carried out with partners in Zimbabwe, Zambia and South Africa by Khanya-- managing rural change and funded by the UK's Department for International Development. Paper 49 in this series addresses the conceptual issues and methodological learnings from this type of SL audit. This second paper summarises the key findings from the four case study countries/provinces according to levels of support and action, types of organisation, policy issues and the process of managing change to promote SLs."en_US
