The Domain of Environmental Cooperation in Northeast Asia

Abstract

"This paper explores the domain of environmental cooperation in Northeast Asia. Part II develops an analytical framework in which the domain of regional environmental cooperation encompasses three broad categories: 1) the governance of common pool, transboundary resources and ecosystem services; 2) management of the trade environment interface in the context of high levels of regional economic integration; and 3) building of human and technical capacities to manage within-border resources, as well as to respond to global environmental problems. Part III examines regional environmental problems in Northeast Asia, including acid rain, marine degradation, and habitat/biodiversity loss; and the environmental implications of projected high rates of growth and intra-regional trade, including on forest development in the Russian Far East. Part IV outlines initiatives in environmental cooperation in Northeast Asia by governments and non-governmental organizations; and offers three proposals to extend the domain of regional environmental cooperation."
