"This discussion compares the community conservation program proposed by Kenya's draft wildlife bill of 1997 (KWS, 1997), and the habitat conservation planning component of the ESA. I examine the substantive (standards and principles) and procedural provisions of each statute, and the implementation challenges and prospects for each with the aim of identifying strengths and weaknesses, and defining possible remedies."
