dc.description.abstract "In the developing countries forests are mostly government owned or is a public property. The forests are facing a great challenge from the increase in cultivation by the local people who live in the forests. There is a sincere effort to analyze the whole issue. The analysis is based entirely on the personal experience gained over a period of over 32 years as a forester, in a developing country that has strong roots in democracy. Besides detailed analysis of the problem some solution is suggested to meet with the problem but it may not be the only solution. The analysis of the problem and some solutions suggested may also hold good for other developing democracies." en_US
