Abstract: "The aim of this paper is to provide a preliminary framework for systematically addressing socio-economic problems in forest-related policy. This is desirable in order to move beyond vague recognitions of the importance of such issues in countless policy documents, and arrive at useful tools required for analyzing and addressing them. It is hoped that those who are keen on forest issues will, by identifying the underlying socioeconomic problems and policy options associated with their work, be better equipped to deal with the sometimes intractable problems associated with tree-covered landscapes."
