"The research group concerned with guidance, control, and performance evaluation in the public sector has identified the focus of its inquiry as being critically concerned with institutional arrangements. The statement of the basic research question formulated at the preleimary sessions in November 1980, is as follows:
"How can institutional arrangements be designed and changed in order to improve the tendency of individuals as representatives of or actors in organizations of the public sector to behave in such a way that social goals can be met?" |
