Abstract: "This paper investigates the role of conservation and rights- based non-governmental organizations (NGOs) since the end of the Suharto regime in influencing the policy process in an uphill battle for recognition of de facto property rights to forest and participation of people in management of forest areas. I first list the main problems related to forest tenure in Indonesia today. Then I provide some background information on NGO activities during the Suharto era, and introduce the main civil society actors that have come to influence policies related to forest tenure today. I then present the dynamics of some of the main events that have played out since the start of 'Reformasi' within the policy arena, and highlight the major policy channels and strategies that civil society organization have used to influence policy. I conclude with a discussion of the outcomes to date. "The fieldwork for this study has been undertaken between July to September 2005. It was a preparatory assessment for a more in-depth study on networking of civil society organizations in relation to forest tenure issues. Data and information are derived from existing literature, local documentation and key informant interviews primarily with civil society activists and government officials."
