Abstract: "This paper compares patterns of conflicts over woodland in the United States and India. We concentrate on woodland not owned by local communities but by the state and its constituent agencies. The main focus of this paper will be on competing definitions of the common good, the ways in which these definitions are articulated and presented by the concerned social groups to the state. As such, we are concerned as much with changing and competing social perceptions as with formal institutional mechanisms."
