"This paper has six sections. The first one describes the political, administrative, and fiscal structure of Brazilian Municipalities and discuss it role in natural resources management. In the second section we briefly provide some background information on the research site - the Transamazonica region. In the next section we present the history of social mobilization in the area. In section four we examine the sources of funding available to the FVPP and discuss its relationship with donors and municipal government. Finally, before our final conclusions and remarks, we discuss a few hypothesis about the institutional choices of donor (i.e. to support a private foundation) and of the FVPP itself (to engage in collaboration with GROs, rather than with municipal governments)." |
