Abstract: "This paper uses the Institutional Analysis and Development (IAD) as a generalizing tool to look at the problem of HIV/AIDS and institutional change. As we look at the boundaries of the action arena, we can see that in a larger sense it is the entire global family. It is important that we not lose this broad perspective because what we face is a pandemic, not a series of isolated epidemics."
