Abstract: "Like individuals facing common pool resource problems, states search for ways to solve collective action problems in the international system without turning to external enforcement. Potential market failure and multiple equilibria are two paradigmatic problems states confront, and each demands specific institutional solutions. Heterogeneity of power and of preference intensities may actually enhance the probability of cooperation, if states are able credibly to link issues. Credible issue linkages are facilitated by certain kinds of domestic and international institutions."
